Years of Experience: Minimum ten years of experience in management of large multi-year software design and development projects.

Education Level: Master's degree (may substitute additional five years of experience for a Bachelor's Degree).

Job Description: The Program Manager will be the single point of accountability for all program deliverables and will be responsible for producing the desired customer outcomes.

Contracts Management: The Program Manager will be responsible for understanding all contract requirements and ensuring that all contract deliverables are completed and submitted on time.

Personnel Management: The Program Manager will be responsible for recruiting, retaining and directing qualified and skilled personnel to meet all contract requirements.

Subcontractor Management: The Program Manager will be responsible for monitoring, managing and evaluating all subcontractor personnel.

Quality Management: The Program Manager will be responsible for tailoring CMMI and ISO requirements and setting applicable quality standards for contract performance.

Configuration Management: The Program Manager will be responsible for establishing and maintaining a central repository of all contract deliverables.

Financial Management: The Program Manager will be responsible for tracking all project expenses and exercising project budget control.

Risk Management: The Program Manager will be responsible for tracking, reporting and mitigating risk items associated with schedule, scope and resources.

Resource Management: The Program Manager will be responsible for identifying, acquiring and using company resources to ensure project success and customer satisfaction and loyalty.

Project Reporting: The Program Manager will be responsible for project reporting to the Government - Status reports, financial reports, staffing reports, risk reports, monthly status briefings.

Business Development: Responsible for expanding the business and lead proposal development.

Experience in planning, directing, and managing large project teams.

Experience managing and supervising employees of various labor categories and skills on large projects.

Experience providing written and oral communications to high-level management.

Experience managing Cost-Plus-Fixed-fee task orders/contracts in the Federal Government.

Experience managing subcontractors.
Needs to have CYBERCOM/INCSOM experience
